It has been shown that most of the Alsergrund's attractions are concentrated around the northernmost part of the Ringstrasse, the Schottenring. Here can be seen the impressive educational institutions that once housed the city's intellectual elite.

After the 18th century, the Alsergrund began to develop at a rapid pace and was very soon transformed into a fashionable residential area and a centre of medical science. The large public institution "The Great Asylum" moved to Alsergrund and was later joined by the Josefinum military hospital and the Rossau Barracks (Rossauer Kaserne).

Beyond the Schottenring, directly opposite the Ringturm, is a huge 19th-century brick building resembling a Renaissance villa or fortress - the Rosau Barracks. The provocation for Emperor Franz-Josef erecting the Rossau Barracks came in 1848, as social riots flooded the streets of Vienna and almost led to revolution.

Emperor Franz-Josef was an unshakeable conservative monarch who decided to erect a barracks instead of establishing a government. So the Rossau Barracks was erected and became part of the military installations that surrounded Vienna and were used by the army to suppress any attempt at revolution.

Today the building of the Rossau Barracks houses the Vienna police and offices of some government departments. This is the reason why the building is closed to visitors.
